I've been googling it for a while and have not found a solution. This is a niche bug but it seems quite a few users have it. Checking it is simple enough.
This seems to be what Windows does for wallpaper. When they attach the file to me, it comes up as transparent on my Mac.

To check this, switch to the light theme momentarily. If you’re looking at a file type with transparency, and it appears black where you should just be able to see the File Explorer background, you can try a couple of things to fix it.

I am experiencing an issue with all transparent png files copied from Chrome and pasted into Photoshop CS6. If it doesn’t, you do not in fact have a transparent file and the background is showing up as it should.

The transparent parts appear as such in File Explorer when you look at the file’s thumbnails. Click the Restart button at the bottom right.

If it works everywhere then why bother that Windows can't deal with it? A PNG file, or an ICN or SVG one may not have transparency. The background is black rather than transparent.

It looks great in applications and websites, and in Illustrator, but when I view it in windows or use it to be a desktop background, the transparency becomes a black background.
Help, i'm stumped!
No one has been able to identify an exact cause behind it but it has existed for a few years now. These fixes are a collection of what has worked for lots of users so hopefully, there is something here that works for you as well.
